Building a two-way radio fleet from zero: a step-by-step buying sequence

Why sequence matters more than it seems to

A two-way radio fleet involves several genuinely interdependent decisions, analog or digital, which digital protocol, how many channels, whether a repeater is needed, and getting the order wrong is expensive: choosing radios before confirming coverage needs, or committing to a digital protocol before checking what infrastructure a site will actually support, means buying equipment that has to be replaced rather than added to later.

Step one: map the actual coverage need

Before considering any specific radio, walk the site and identify where communication actually needs to reach, single building, multiple buildings, outdoor grounds, vehicles moving between locations. Step two: decide analog or digital

With coverage needs mapped, decide whether the operation's communication complexity, number of teams, need for addressed calling or data messaging, actually calls for digital capability, covered in the dedicated analog-versus-digital article elsewhere in this series. A small team on one shared channel rarely needs digital; a large multi-department site frequently does.

Step three: choose a protocol, and mean it

If digital is the answer, choose between NXDN, DMR and the manufacturer ecosystems built around them, Icom or Motorola, covered in more depth elsewhere in this series, and commit to it deliberately, since switching protocols later means the fleet's digital equipment cannot be reused, only its analog-mode capability carries over.

Step four: confirm licensing before ordering

Confirm WPC licensing requirements, or the PMR446 license-free alternative if the operation's scale genuinely fits within it, covered in more depth elsewhere in this series, before finalising an order, since the licensing category can itself constrain what equipment is worth buying in the first place.

Step five: order handhelds first, add the rest as gaps appear

Start with handhelds for the core team, and add mobiles and a repeater only once an actual, observed coverage gap justifies them, rather than over-specifying the full infrastructure on day one for an operation that has not yet proven it needs it. This is a materially cheaper way to build a fleet than starting with a repeater and working backward.

A sensible buying order

  1. Map the site's actual coverage requirement before considering any specific radio.
  2. Decide analog or digital based on genuine operational complexity, not aspiration.
  3. If digital, commit to a protocol and ecosystem deliberately.
  4. Confirm licensing category and requirements before ordering.
  5. Buy handhelds first; add mobiles and a repeater only once a real coverage gap justifies them.
  6. Plan channel and zone structure before programming, not after radios arrive.
